Revolving Loan Funds

1. Community Reinvestment Fund

Businesses MUST create jobs for low and moderate income individuals; designed to fill financing gap or other distressed financing needs so that businesses may access necessary and appropriate capital to start, modernize, stabilize, or expand their business operations; below market rate financing.  More »

2. Commercial District Loan Fund

Businesses MUST have fewer than 50 full time equivalent employees at time of application; below market rate financing. The program is location-specific within fixed downtown corridors and cannot result in a business relocating from one NYS municipality to another except under certain circumstances.  More »

3. U.S. Small Business Adminstration Microloan Fund

Total project cost must be limited to $25,000 or under including owner's equity; funds for real estate purchases are ineligible. Program eligibility extends outside of the City of Rome to include 10 townships of Western and Central Oneida County.  More »

4. General Fund Loan

For projects that cannot be qualified under any of the above loan funds, RIDC will consider loaning part of its private funds to a business that will have a substantial economic impact on the community. Terms and conditions are subject to negotiation.
